It's actually good for a MS Paint thing.. 
I've seen worse wallpapers. Yes, far, far worse.
As for your lack of a good graphics program, get The GIMP. And too learn to use it, use some sort of online book or buy a Photoshop/GIMP book. |

Well, that certainly does suck. =D
You ought to try making a wallpaper with a decent image editor, perhaps PSP8, like you mentioned. Then you might be able to make a wallpaper that isn't a few random cutouts and text slapped on. |

Oh, its very cool! But Ive got Uma on my wallpaper right now, and nothing is gonna beat it. I like it though, its not too fancy. |
