Which therefore means that the answers are BUDAPEST and BUCHAREST!

Yes. Therefore that makes the first one incredibly easy.

Heian is correct!

OK, try this: Identify these two cities which differ only in the letters shown:

* * C H * R * * *
* * D * P * * *

Each star is a letter.

OK, how about this?

1. Split them into three groups of three: ABC, DEF, GHI

2. Weigh ABC vs. DEF
-a. They're equal, so the heavy one is in GHI -> go to 2a
-b. ABC is heavier -> go to 2b
-c. DEF is heavier -> go to 2c

2a. Weigh G vs. H; the heavier one is the one we want, and if they're equal, it's I

2b. Weigh A vs. B; the heavier one is the one we want, and if they're equal, it's C

2c. Weigh D vs. E; the heavier one is the one we want, and if they're equal, it's F

At no point is a diamond weighed more than twice.

NSNick... I dont want to be picky, you're answer is good, but I want the answer to be made using only the scales, and not by picking up with your hands. Ill change the weight difference in the question so that picking up with hands isn't an option (if it was, you could just compare with your hands anyway without a scale).

The diamonds are ABCDEFGHI.

1) Weigh ABCD v. EFGH

a) They are equal.
b) ABCD is heavier.
c) EFGH is heavier.

2a) I is the heavy one.

2b) Weigh AB v. CD

1) AB is heavier.
2) CD is heavier.

2c) Weigh EF v. GH

1) EF is heavier.
2) GH is heavier.

3b1) Pick up A and B and feel which is heavier

3b2) Pick up C and D and feel which is heavier

3c1) Pick up E and F and feel which is heavier

3c2) Pick up G and H and feel which is heavier

OK, heres the deal. You have nine diamonds, all exactly the same in size and looks, etc. But, one of them is heavier, and you cannot tell which is heavier by picking them up. You don't know which one, so you have a pair of scales (ie. scales which have two bowls and move up and down depending on the other bowl's weight. Like this: http://www.go.ednet.ns.ca/~ip96003/scales.gif )

So, in order to do so you have to weigh them. But, you can only weigh a set of diamonds twice. How do you do it? You can weigh more than one diamond per scale.
