Kawa no. To change the starters in Fr do this
Open the events in scriptEd via elitemap
Then go to set 4002 what the thing equals is the pokemon it maybe look like you can't do it but trust me you can change it to any pokemon :O |

Like RSBall says, they are NOT compressed. Open Tile Layer/Molester. They're right there. Somewhere in the second half IIRC.
As for starters, search for their HEX species numbers with a hex editor, in the order they appear. |
