Okay, now that everybody's bashed the colors  I'll add my two cents.
The colors are pretty much okay, just need a little bit of tweaking as far as lightness/darkness of some elements go.
My criticism is more that the layout seems... "gradient heavy". The background's a gradient, the border's gradient.... and all together, to me it seems like a little too much gradient.
I'd consider having say, the background not as a gradient, but as... a tiled texture, in either a very light, or very dark, green  That way it breaks up the gradient, and still provides the eye with something more interesting than a plain flat color....

I do agree that you have to be blunt about Art, otherwise people will think they are doing good when they really suck. But with this that really takes little skill, you could have replied like Acmlm did.

That lets you know how bad it looks but it doesn't bash it. |

Arr.. stop this.. although it's a bit plain and green and blue it's still a layout.. and well.. I don't have a layout  . (It's nice when you can see who wrote stuff from the way the text looks btw.. so having a unique layout is good). |

It's mostly the colors that need a change, the rest is already fine ... and the green right now is already better than the red on blue (awful) ... I'd say:
- Make the text a little lighter (but not full 00FF00 green, maybe something like B0F0B0)
- Change the border color a bit, maybe just a less contrasted green ... like what you have right now for the background
- Darken the background as well, doesn't have to be very dark but a little will do  |

the layout would be better with a bit more cellpadding, the text is too close to the border. the quality of the border looks hideous and low quality, and so does is the overall color choice you have for the text and background, it doesn't really match. i just recommend that you continue to mess with color combinations until you get the right one.
but the layout itself is pretty cool and basic. |

Hehe, guess you're right. I just don't want to hurt anyone's feelings or anything. I just feel they will have higher morale and be better motivated to fix the problem that way. I see what you mean though. |

There is no such thing. You say what you think about it. You shouldn't twist and bend it to make it not hurt the person. When it comes to art that is 
I see too many people posting some crap sig with a dbz image cut in and some completely unmatching background and people say it looks cool and they wish they could do something like that. It's so annoying.
Constructive criticism is better though, but one can't keep that up in all of his comments to a certain piece of art.
Besides, when one tries to match the 3 colors that just can't be matched no matter how you bend it, you have to say something |

And no, it's too light green text, it blends in with the middle part of the layout and makes it somewhat hard to read. You should either go with a very light themed green or a very dark one, the one in the middle is the worst.. |

Yeah, kinda. You just made it worse than I ever imagined. Right aligned text, THE worst colors available, bluescreenblue, terrorred and neongreen. Wonderful. |
