Well unless they intend to have every weapon kill everything in one hit, it makes a lot of sense to use HP values. Zelda Oot uses them for everything (even non-enemy objects I think, they just turn off the WeaponCollisions flag (disables collisions with your sword, sticks, etc)... which gives me an idea ). Yes they're two very different games but it's still an example.

I don't think there is one... Ice Beam does exactly the same amount of damage as the regular beam except that it freezes enemies every other shot, not hurting them at all. In fact, I don't think there are HP values for normal enemies at all. After all, enemies ALWAYS kill normal enemies in one hit, the wave beam will ALWAYS do double damage, and the ice beam will ALWAYS freeze the enemy every other shot... I really can't see a need for the programmers to code for any other situation than that, unless it's a boss.

I have no idea...check SnowBro's documentation is my best guess...I know where mostly everything is I need to know besides 1 thing...

Instead of asking such questions, why don't you learn by yourself and with people's help how to find this kind of data, then you'll be able to edit nice things in your hack without having to ask anyone on the board, where your chances to find someone knowing your request are so poor...
