The best community mod I've seen got to be Myriad Islands. Have a look at their forums for instructions on how to install the different sections of the islands. http://www.gtaforums.com/index.php?act=SF&f=98. Since it's an open Total Convertion, it is a must have for those who already finished GTA VC and want to play something new (while waiting for San Andreas..). If you just wanna change the vehicles, had maps etc.. to the existing Vice City I suggest you either download and install every addon by yourself or download an already made mod, with new stuff. Either ways are good, however doing it yourself is rather hard at first since the VC engine is limited to how much things you can had.. Now for the easy part, here are some mods you can try out for yourself:
Grand Theft Auto: Liberty City
Have you ever dreamt of flying helicopters and driving motorcycles in Liberty City, well it is now possible. Using the VC engine, this mod takes the player back in Liberty City.. Everything from GTA3 is now in VC. Rather cool if you ask!
KillerKip's Full GTA: Vice City Modpack v1.4
Complete Overhaul, new cars, new buildings (Keeping the ones who already exist.), new weapons, new graphics.. A great addon for beginners who don't wanna install everything by themselves. (As for myself I prefer the hard way, since I can install pretty much everything I want).
Vice City Deluxe
Same as above, complete overhaul, another mod to tryout.

I recently downloaded.. Err.. Bought GTA VC for PC, it's all nice and such but I was wondering if anyone has a complete savefile? All missions and all hidden packages is all I need, or maybe a savestate editor is one exists, I completed the missions on PS2 and I just want to drive around and play with mods with this one.
