Pirates Gold if you can find it. That game was fun for a little while. I never got that far into it though. |

oh sorry tottaly forgot to add, it must be a PC game, snes platform(exept new horizons, already have it  ) or gba platform.

Dude, Skies of Arcadia... No ports, but there's definitely strategy involved in both of the game's battle systems. It's a funny game, full of action and likeable characters, too. Unstoppable when it comes to pirates, even if they aren't sailing pirates... |

a strategy'ish' or rpg'ish'/pirate and corsairs game.
Able to aboard enemy ships, steal their cargo, go around the map and capture port towns, upgrade the ports, be able to build ships in those ports.....
a game like this one....
