Two tops bare to the sun;
Three white sticks in a line;

hint

hard to give hints without giving away riddle

"One, holding one, under one,"

first: "One" is a pale bald one legged beggar
"holding one" one legged beggar holding what? easy enough
"under one" guess this one

"Two tops bare to the sun"

Second: one top bare to the sun is the bald head, other one is what he is standing under.

"Three sticks in a straight line"

Third: one stick means one leg, second stick what he holding, third what he under.

"One Taps, One makes a whine"

Fourth: one taps is what he holds, one whines, is the beggar.

"And no sound from the three"

Firth: no sound comes from third object(what the man under)

"Say What This Scene May Be"

Will give Awnser some time soon after a few more guesses.

Would ladders come into it?

You are so off on your guesses

clue:
first part is refering to a type of person, and an object held by person, object person under

And no sorry, no ladders involved

Is it possibly the beach?
Two tops bare to the sun,
sunbaking?

Either that or its a prison and the three are prisoners doing work as punishment

A human?
Crawls out of bed in the morning,
Walks normally during the day,
Gets drunk at night and travels with the aid of a walking stick.

Man.

Oh joy, the riddle of the Sphinx!

EDIT:

And Auzzie, the reason is because:

Morning represents childhood. They crawl on four as a baby.
Afternoon represents midlife. They walk normally.
Evening/night represents the end of their life. They're old, so they walk with a cane.
