That shouldn't be too hard to fix. Once it's been hit, the fireball can be destroyed - just check which fireball it is and set its status to not used. (I don't recall how, but the RAM address list that comes with my program has it.)

I tried doing that using the activation for when a Fireball hits it, but sometimes it'll counts the fireball as hitting it twice, causing it to change from Red to Green with only one hit. It does this slightly less than half of the time.

You can do that with block tool. Get a simple block that when hit changes in to the next block in the map16. Make three of them right next to each other in the Map16.

Maybe blocks that act like the green, yellow and red blocks in Yoshi's Island? Like, you hit them with a shell a few times, and they turn into the next block in the Map16...three different blocks, each with their own hit count.

That'd be cool...
