And remember that you have to consider if the game uses special chips.

Games that uses "special chip" are games like SMB3, SMW2 and Starfox.

Yes, you can. I spent a week figuring out how to get SNES roms onto cartridges. And, if it can be done for SNES, im sure it can be done for NES. U just have to figure out how.

Edit: Oh, and u cant "Overwrite" Nes EEPROMS. You would have to program your own chips using an EEPROM Programmer and solder them into the existing carts.

You will need to take apart a cartrige that is similar to the cartridge the original came from and replace the chips with ones that can be reprogrammed.

This is impossible to do because an NES ROM has physical changes in a cartridge which the data is read from, this is ROM for a reason: read-only memory. There's absolutely no way to over-write an NES ROM.
