This doesn't have anything to do with HL Source, the pack was there already when Blue Shift was released in 2000. Since Half-Life started looking a bit dated they thought they could improve the models. I also think there's an unofficial high-resolution texture pack in the works...

For a real HL remake, watch out for the mod Black Mesa Source.

If it's anything like Half Life Source, the models for NPCs, players and other objects look exactly the same as the original. The environments look the same as well.

However, the water effects have clearly been enhanced, and probably a few other things will probably have been touched up too.

The remastering of Half Life is nothing like the remastering of CS. CS has been completely updated, graphically.

From Steam Update News:

We'll also be releasing Half-Life: Blue Shift on Steam next week, which will be automatically playable by anyone who owns Half-Life 1, including those who purchased the Half-Life 2 Silver or Gold packages.

Blue Shift is the second Half-Life expansion where you play as a security guard. I have Opposing Force but not Blue Shift so this is a really nice treat. It also includes a graphical enhancment which ups the polygon amount on all the characters and weapons.
