The most I can offer you is a fix that also affects the feather... change 0xC8C0 from B0 to 80. I just did a quick trace and if you're willing to sacrifice the lack of flipping for the feather, here you go.

edit:
I found a different byte to change that will only prevent the flower from flipping. The change you'll want to make is 0xC54C from 08 to 00.

I tried using MWR, and checking "Disable Animation." However, the flower still flips. I recall someone posting in an old thread an how to disable it, but it has since vanished.

I've only been using Lunar Magic and a hex editor so far. Thanks for the tip, MWR is cool, I'm going to start using it too.

Actually, if you use MWR, all you need to do is open MWR, open your ROM, then select sprite 75 from the drop-down list. After that, in the lower-left corner, there will be a check box that says "Disable animation". Try using that one to stop the sprite from flipping.

How can I stop the Fire Flower sprite from being animated? (Flipping back and forth?)
An address and a replacement byte would be good, but if you're willing to walk me though ASM stuff, that would be fine. And if you did the ASM work required, that would be even better! I'm not completely new to the game, I've done work on Super Metroid, and SMW.
