It doesn't look really interesting...but it is nice work. Since you're using a black background, use this coding here:

"< div style=background:rgb(0,0,0);height=100% >".

It'll do better than using a graphic image of a back background like that... Anyway, it looks nice.

I think you could definitely do a better job with removing the white around Luigi-San, get rid of the white line on the right, and shorten your signiture. I shouldn't have to scroll that much just to get through your signiture.. there doesn't have to be so much blank space.
Overall, it looks nice and is easy to read.

I think its purdey neato. Consider changing the blue-banner to something that fits in the green-black color scheme. But all in all, way better than my first layout! (Lets just say some people lost their sense of seeing...)

You forgot the white line on the side of the banner and the outside of the letters.

You can do better.

The banner is just too wide, it stretches out the post. Put the Luigis closer to the "LUIGI-SAN", there's no need for that space. If you're going for some centered look, you can put <center></center> tags around the image.
Why is there whiteness around the "LUIGI-SAN"? That looks pretty bad, you should get rid of it.
The reason why your background isn't showing is because you used a div tag.. why? You're not using CSS or anything.
Although looking at your background, it's just a big black square. What's the point?

The layout itself is readable, which is the most important thing. So, yay.

Yeah, I know it doesn't use any special coding or anything, but it still looks good! How do y'all like it?

BTW: The "Luigi-San" image and the background are 2 different images.

EDIT: Seems the background doesn't want to show up
