It's nice, seen it was drawn from scratch on 
What might be good, could be a nice shading behind it (like seeing the  icons, except the other background color).
Now try to make a little moving animation where Blinky runs from the left, chasing Pac-Man ... and then running away from Pac-Man, after he picked up one of the large drops -> Ghost became vulnerable  |

looks good. next you should mac a circle that animates to a pie-shape and call it pac-man. heh. But yeah, I like it. you should make the others... is the only difference colour? *shrug* I used to draw new pac-man ghosts when I was a kid, heh. maybe you can jazz up the old ghosts and make new ghosts and heck, maybe down the road you can do a pac-man remake? |

I love it. Especially the frame where he goes cross-eyed. I'm not too crazy about the shading in the bottom right, though. (Its still better than I could do, though.) |

The eyes are a bit small, but if that's how it is in whatever Pacman remake you were playing ...

Yep... MSPainted, by hand, no starters and/or bases. Just went off of the screen of my GBA SP [tiiny] and even then I didn't copy it completely.
