A default MySQL installation or distribution of the MySQL sources should include a few different example configuration files with comments that should be easy to edit. You can also find plenty of official documentation on the configuration file itself.

There's a reason config files in UNIX are all text files.

Thats not the point, I'm asking about the defalt commands in my.ini or in the winmysqladmin.exe

Or just use Notepad, select 'all files' and add '.ini' to the name.

Try Notepad++ then, it saves files as a .ini.

if the file was my.sql, it would be a file for a DB. An ini file would alow it would be a file that runs with a program, or for a CD, one that will start the program on the CD

Why would you do a" my.ini"? Wouldn't be a "my.sql" or "my.txt" file better?
