My $0.02:

Avoid scrolling layouts. Browsers already come equipped with vertical scrollbars -- making the user have to flip between using that scrollbar and using your personal scrollbar is a pain (I usually just don't even bother to read the cut off portion of people's posts when they make me scroll).

A good layout will stretch and work around the post, regardless of the post's size. The layout should fit the post -- not the other way around.

Yeah it's not the best of backgrounds...I'll get a better one, thanks!

<div style="width:300px; height: 200px; border: 1px; background: url('background.jpg') center fixed no-repeat; overflow: auto;">
Text. blah blah blah blah.
</div>

Just edit something like that to your needs. You can also set offsets for the background to get it exactly where you want it.

Kinda crappy background, but anyway, I know one thing. For the fixed background, you're looking for the CSS "bgproperties = fixed;".

Ok I'm making a very simple layout, i want it so when the text goes far enough down it scrolls, and then there's a bg behind the scrolling text, just 1 picture, centered and fixed so when you scroll it doesn't move, just the text does.
Know what I mean?
So can anyone help me with the code?
