I think it should fail. I mean, come on. Nobody voted for it, so why would you change it?

Right; it's like the vote never happened, so nothing changes, ergo it fails.

It fails. If nobody's in favor of an issue that's on a ballot, then there's no way it can pass. It's simple logic. Obviously 0 votes = voter apathy = invalid vote.

(Trust me, I go to university. I KNOW what invalid votes and voter apathy are. )

Fail or Pass would've been easier to choose from.

Majority rules, if there is no majority, defence wins, it is kind of how things work.

So, yeah, a tax measure in a sparse area had no one vote for it. So, that brings up a good question, if no one votes, should it pass or should it considered to fail? Or maybe it just needs to be voted on again? not unless the voting public was concious about not voting
