It's mostly about space, and also because the game has to be published at some point. In Zelda 1, have 8 banks of 0x4000 bytes. You can't go over that without specific modifications on bank switching routines.
Unused Space in Legend of Zelda, The (U) (PRG0) [!].nes :
Since you have lots of free space to play with (more than 2 banks worth of free space), you could probably create a few more dungeons, assuming you can build the necessary ASM routines to account for the new pointers... |

Damn, this is bad. Or should I say mad? This is not fun at all. All Megaman games are already ridiculously hard. Ergo, any Megaman hack is meant to be made EASIER, not harder...
I started with Heat Man. The stage is totally illogical and unbeatable. You get stuck either between walls or facing an instant-kill wall of lava. Then, Bubble Man. Ridiculously precise pixel jumping, and if you miss, you die. I stopped after the first screen. If you need Save States to complete the level without day or hard labor, then it means your level design is crap. Wood Man stage was OK, minus some erroneous tile mappings... Crash Man. You start with a situation where you need to shoot as soon as the screen is loaded. This is yet another case of Fake Difficulty. And enemies appear right into you. No... Air Man stgage is okay, the boss was too hard in the original, but I managed to kill him in a few seconds, don't know why... In brief, too much Fake Difficulty, harder than original, which was already too hard, reliance on Save States is stupid. Some tile mapping to correct. And enemies deal too much damage... |

I'm almost surprised at the fact that the patch doesn't work. What is the original file used? Does the ROM need special treatment before applying the patch? This is getting annoying... |

Doesn't work, it's probably my emulator that can't process some weird code or something like that. I tried both methods, patching and SNES9X's built-in patching, and same result. I can't use LIPS. I use UIPS. Both original and patched ROMs start with these bytes:
