I would suggest irc.djbouche.net (it's exactly like EmoNET except 1- it doesn't go down every 5 seconds and 2- the services have weird shift-jis names) but Xkeeper regged #acmlm and added * to the #acmlm akick list.
And I don't know if DJBouche is an acmlm or xk "ally" (or neutral).

Well I guess I won't be playing this, it lagged my computer way to fucking much. It took up over 209M of ram before it even finished starting up. That is rediculous; what is this, WoW? I even set most of the graphics/etc stuff to minimum/off/etc.

You only want to move their because Xk moved there. My friend has a server that's fairly reliable if you want to move there. However, I still suggest a larger server because they're generally more stable and have owners that actually check up on the server from time to time.

No I want to move there because it's like EmoNET but apparently that means going offline too.
The other channels being there (#x is just one example) is more of a bonus than anything (easier to keep track of just one IRC server than 2+).

I'm not really sure how this would work given that rom A isn't going to be very similar to rom B, especially if the two roms are from different systems (eg NES and N64 or SNES and GBA, etc)...

The author stamp sounds like a good idea, but rom locking? How much hack stealing goes on...? I've never seen/heard of an instance of someone taking someone else's hack and pawning it off as their own...
