Obviously not by Dec 2010 because then why would the voting close 9 months before that even occurs? Clearly then, the only logical possibility is the period of Winter spanning Dec 21 2009 to March 21 2010, which would be Winter 2010.

Note also that my date/time-stamp includes seconds too, which apparently made it just long enough to cause a linebreak in the stamp, thus adding an extra linebreak when normally there wouldn't be one.
