TL;DR - Government can choose to censor any website that is dedicated to infringing activity including youtube, 4chan, thepiratebay, anywhere people can put copyrighted or illegal material.

Expect American politicians to mount an attack on Google early enough. The Germans, at least, went that way (with all the usual "we need to know everything to stop the terrorists and the CP mafia" suspects suddenly reinventing themselves as white knights of poor citizens' privacy rights to not have their house façades photographed by Street View) to great effect, with probably at least half of the platforms that would otherwise be protesting government totalitarianism now engaging in a happy illusion of harmony with their politicians while focusing their efforts on Google, effectively completely undermining what would otherwise probably be the internet's most significant alliance with an entity in an actual position of political influence.

That being said, I wouldn't necessarily expect all of COICA to pass, but the strategy in this case to be that if politicians just set, speaking in vague terms, ten times more outrageous demands, implementing just 10% of them in the end will be easy to represent as a massive compromise and concession to the "insatiable" opponents in spite of what was passed in the end being quite exactly everything they were up to in the beginning. (Think trying to implement a 1% tax increase, meeting fierce opposition, coming out and saying that 10% are absolutely necessary then staging a long debate and in the end implement a 1% increase representing yourself as a paragon of clemency)

Instead of trying to "de-legitimize" websites with actual content (including "legal" content), they should blacklist IP addresses and IPS that produce or allow spam. This would constitute an intelligent decision, and a great relief...

I'd take 4chan over sites like Gaia any day... it is precisely GIFT that acts as a kind of immune system disposing of the worst excesses of internet treehouse lameness that would otherwise undoubtedly ensue in a site of that kind of reputation.

That being said, it's not likely that 4chan would be the first or even among the first to go; if the US wanted to dispose of a domestic website operator, they would have easier means of achieving that. This is much more obviously aimed at sites that reside in other or even multiple jurisdictions (TPB, Wikileaks, ...) and therefore are a thorn in the side of US authorities without being within their direct reach.
