Every time I try to open Megaman.nes in this editor, it doesn't want to open. It says something about an .ini file.

See that pull down that is labeled "Open with Data File:"
Make sure you've selected the right .ini from that list.
If that doesn't work then you may have a bad ROM or there's a bug in the editor.

So far as I know, the only thing Rock & Roll checks regarding your ROM is ROM size (and possibly some header information? Doubtful), so this doesn't mean your ROM is bad. This indicates that it simply can't find your ini file. There should be a folder where the editor is called Data. In this folder should be a file called Mega Man (U).ini (there's also a Mega Man (E).ini, and if you ever make heavy changes to the ROM (assembly-related), you can make your own custom ini, like I have). If it's not there, redownload the editor, as the zip will surely contain the ini.

If that doesn't work, open Rock and Roll, and in Windows Explorer drag the ROM file onto the Rock and Roll window. You can then use the 'recent' menu to access the same ROM, when you close the program down and reopen it.

Or, alternatively, drag the ROM file onto the application's icon in Windows Explorer.

First: Make sure your Megaman ROM is in the same directory as editor.
Second: Drag the ROM on Megaman's head ( RockAndRoll.exe )
Now you can edit your Megaman ROM.
