The staff applications sound like a good idea if only some people can apply. (Something along the lines of "You need to have been a member for [number] [time] to apply" should be a good filter)

I have the ability to read what you write in the staff forum, nothing more, nothing less, unless you count the big red button and/or a back door here or there (that's actually rather useless; silly me)

This was never my intention between 2->3 or even 3->Now. Banned users are banned for a reason.
