Yeah, I finished my course today. I got a double distinction, which is the highest grade. So I guess it's been worth the effort.

But anyway. This below is why the framerate differences in most conversions exist (until about 2000 when 60hz modes started being supported).

When a film is converted from NTSC into PAL, the film is actually sped up. This is because the film cannot lose those 5 extra frames - if that happens, then the film is jerky. It loses it's impact. Speeding up the footage, so the video is 25fps instead of 30fps keeps those frames intact, and allows the alternating lines to work. However, while this is essentially unnoticable to the average viewer, if compared to the NTSC equivalent of the same film, you can see that the audio pitch is higher. This is an unfortunate drawback (it's also why films are a few minutes shorter in PAL than they are in NTSC).

In video games, the framerate is not as important. The emphasis is on the player, and not on what happens onscreen. So those 5 frames can be sacrificed - the method used in film of speeding things up simply wouldnt work in a video game for obvious reasons.
