Hint: If you go to the immigration office and ask for papers to become a citizen, they will know you entered the country illegally and thus you have broken the law.

If you don't come in legally, the government can't know you're illegal or you should get deported. It's more of a thing about upholding the law. Do you want to let the laws to not be upheld so people can come over, work, send the money back, then stop working in their own country?

Also, if they just come over here to work, nothing is getting done where ever they came from.

Dracoon watched Zero moved and COMP calculated his movement. Dracoon held his buster cannon out and it glowed yellow.

Dracoon: "Power Shot!"

A beam of yellow energy shot from Dracoon's buster cannon just perfectly so that if Zero didn't move, it would hit him directly. Dracoon began to run into the city, if Zero decided to wait at the arena... well... Dracoon had quite the plan.

You're trying to change the meaning of judge here...

1. To form an opinion or estimation of after careful consideration: judge heights; judging character.
2.
1. Law. To hear and decide on in a court of law; try: judge a case.
2. Obsolete. To pass sentence on; condemn.
3. To act as one appointed to decide the winners of: judge an essay contest.
3. To determine or declare after consideration or deliberation.
4. Informal. To have as an opinion or assumption; suppose: I judge you're right.
5. Bible. To govern; rule. Used of an ancient Israelite leader.

Yeah...

To call someone your friend is just describing the relationship between you to others. It isn't judging them.

Shen put a hand on her hat and pulled it lower. She expanded her soul energy and created a barrier around her and Janus effortlessly. She took a deep breath and the barrier instantly became stronger. She took another deep breath and the air around her completely changed and the barrier became near absolute.

Shen already knew that she stood no chance of protecting Evan and herself through a barrier, but she knew she could protect Evan by isolating him from his enemy.

Shen: "Who are you? Why do your mind and body smell of countless years of suffering? Why haven't you accepted death yet?"

Shen held her hand out to Janus, the chaos emerald in it, ready for the taking.

Star was frozen in place, he wanted to move, but didn't want to move. He wanted to find out what was going, but he didn't really want to know. He was just a step away from seeing a nightmare.

Mel leaped at Gunnar, putting all her weight, all her momentum, and all her strength into an over head slash. She knew that this was a one shot deal, if she missed, she could expect a heavy counter attack, but if she hit, she might beat Gunnar.

COMP: "Transmitions detected."

Dracoon wasn't surprised by this information, it was logical that Zero was connected with someone. He didn't care who it was though, it was a possible problem, and all problems must be corrected.

Dracoon: "Can you sever it?"

Dracoon began to move through the streets, his boots causing him to practically float about the street and move forward like he was flying.

COMP: "It may take a while, and it could be electronic. You may have to damage him for it to work."

Dracoon saw the arena in front of him. He knew Zero had beat him here, but that is just what he wanted. Dracoon took off into the sky, getting a good vantage point over the arena. His buster cannon began to glow with orange energy.

Dracoon: "Send out a jamming signal, see if that works."

COMP began to emit an array of signals to try and block Zero's connection with David. It would only work if the signal was radio based and not internal like Dracoon's and COMPs.

COMP: "Done."

Dracoon: "An arena is just a death trap for the greatest warriors to ever exist. It shall make a fitting resting place for any fighter."

The orange energy in Dracoon's buster cannon started to expand out, covering him in a sphere of pure energy.

COMP: "Braced for impact, charge at 100%, ready to fire."

Dracoon aimed and focused on Zero, it didn't matter if it hit him or not, this attack would destroy the stadium, hopefully no one was around.

Dracoon: "Omega Shot!"

The energy suddenly collapsed into a small point inside the buster cannon and practically exploded outwards, covering a huge area. The blast hit the stadium with tremendous force as only an attack of equal or stronger power could even hope to divert it. The only downside to the attack was that it was incredibly predictable and easy to dodge. Only a fool would attempt to block the attack.

COMP: "Move pattern copied and displayed."

COMP had copied Zero's move exactly and had copied it exactly. To bad for Zero though, that Dracoon could adapt his opponets moves and use them instantly.

Dracoon: "Reversing Blade Slash!"

Dracoon turned his beam sword on and slashed his own attack, but as he was doing it, he altered his beam sword's frequency and caused the Omega Shot to exlode. The blasts spread in every direction, a few of them sending Dracoon backwards, down into the city. The blasts had in fact, rained all over the city, destroying pretty much anything they came in contact with.

COMP: "Durability at 92%"

Dracoon ignored COMP as he pulled out another beam sword. He was in some building storage building and it was about to get destroyed. Dracoon hit the ground with both beam swords a fissure cracked the earth where both hit.

Dracoon: "Rock Crusher!"

The fissures raced through the ground, homing in on Zero. When they got to where he was standing, the suddenly exploded, causing Zero, if he was hit, to be thrown into the air along with sharpnel like rock.

That is the definiton of judge which I am using.

And I hope that it would be judging them to be calling them your friend; after all, you wouldn't call someone devoid of any value a friend, would you?

I uh... bolded part of my post for a reason...

When people say don't judge, they learn that from the bible, or from someone who learned it from the bible.

Sadly for Kuroi, someone didn't want to let his prayers be heard. A knife flew from a nearby tree, hitting the ground in front of Kurio. There was a string attached the end of the knife...

"Samantha Coolling" had recieved the letter almost instantly and had departed within five minutes. The letter had very specific instructions on who to go after and what to look for. Her network of spies and information responded well, telling her where she needed to go in no time flat.

She began to move.

...Kuroi was already caught in her web. Many knives were littered through the forest, each one a sign of a trap. The razor wire string on the end turned the forest into a deady trap itself, and someone lurked in the trees.

Shen: "Death accepts everyone, if they deserve it."

Shen's smile never faded as she still held the chaos emerald out in her hand.

Shen: "I will not try to decieve you or even stop you, but don't hurt Evan. Give him the chance to fight like you've gotten many times in your life."

Shen's half smile turned into a real smile as she moved the chaos emerald further out on her hand.

Shen: "I've seen your soul before, a while ago, I know you'll get through this."

Star stepped into sight as Shen finished speaking. He looked at Janus, then at Shen, at the barrier, and finally the, presumably, injured Evan. A small wisp of a cloud began to swirl in the air above them as Star held his sword to his side, the seals on it glowing brightly. Star looked around and then focused back on Janus.

Star: "You aren't Janus..."

You could go civil rights style and take it directly to the streets in protest groups.

That makes no sense. There's always going to be illegal immigrants. And as long as they can't obtain legal documentation, they'll continue to do cheap under the table work, which could be done by Americans for much more, and that can drive down labor costs, and without paying any taxes. If they can easily get legal documentation, they can get normal taxed jobs, that pays normal wages, meaning it won't drive wages down, and there would be no more incentive to hire a Mexican over an American, and since they would have proper documentation, they wouldn't even be illegal anymore. Problem solved.

Crossed off the parts I think is wrong.

Also, they can't obtain documentation, etc, they should've done it in their own country instead of causing extra problems in ours. It's protocol sir, you need to follow it so things will run smoothly and won't be a mess.

That's... Interesting.

The reverse doesn't work either.

Ok, so we let them become legal, how do you propose we do it? It's hypocritical to call something a crime and reward people for it.

They would need to get documentation upon entering America, not coming here illegally and then demanding citizenship.

Star was furious, he was not used to being questioned.

Star: "Are you trying to mock me? The previous general's right hand man!? I could kill you faster than a frog sticks his tongue to a bug!"

Star didn't even look at the man.

Star: "I guess you really are illiterate, my name was all over that letter. The name's Star, I'm one of the greatest swordsmen on this continent."

Star began to walk down the hill.

Star: "Now, let's~"

Star didn't get to finish his sentence as a huge green dragon leaped up into the air out of the village.

Star: "...hope one of you is a dragon slayer of some sort, I can't afford to waste my time on a dragon."

Woah, when I think tomboy, I think "girl who dresses, acts, and could be mistaken for a guy".
