Yes, but that isn't really that expensive compared to how much the military would spend keeping the peace because of it.

Nijote leaped again, but this time hardly touched the next platform as she propelled herself higher. This wasn't hard at all, not like running on strings or something. In fact, she was ignoring the arrows and bombs, they weren't bothering her, she was past them before they could blow up.

It can. If there is no reason to fight, people won't fight.

Sure there will be government curruption, surpression, and a mulitude of other thing, but this isn't about that. What can cause problems is when people are losing their families to starvation and sickness and the population become restless. Places like the poor regions of Africa where people are dieing because of bad conditions, some money goes a long way. Things that we (America, I'm not sure much about the UN.) do are stupid when it comes to this, when we try and use our military to make conditions better.

I can answer #2 directly.

You'd float and sufficate. If you had gills and had a higher density than the liquid, you would sink and probably be able to breathe.

As for #1...

You'd sink, it'd almost be just like normal. You might, might, be able to breathe it in, assuming that since it is so undense that it couldn't pass through the air you breathe out. I'm not sure if you could get oxygen actually into your lungs or not though.

Nijote looked around for some sort of an exit, going up would be to hard. She could throw a knife up to the top, and have Mitra or Sabor hold onto it while they climbed up, but she wasn't sure if it'd break under Nova's weight. It was made by her, supposed to only be used by her.
