It's always dependant.
Depends on the game, depends on the pointers, depends on the system, depends on everything.
HEX editor is the second best choice.

The best choice is to write your own program for it.

Well, basically any layout can be squeezed to only two lines of HTML.
But as I was saying, it might be better for me to try to write HTML just with a simple notepad-like program. Dreamweaver is great for first-timers who know only a little of HTML. It's very informative and user-friendly.

If you're talking about Fusion, then I suppose you should know that nearly every boss, enemy, X and item aren't compressed at all.
