I have had overchargings refunded because of this. The company "mysteriously" found that I *had* cancelled my service and that they should repay me the money they'd been taking from my credit card... but only after I took it up with the TIO.

I'm sure there's such a body for US stuff; so see if that helps.

The amount doesn't lower per se. It's random every time you load a page.
The range seems to be between 500 and 1000 from what I can tell.
