And yes, there is some psycologicial strategy -- for example, saying directly to your opponent that you're picking rock before the throw. More than likely, the opponent will take it as a bluff and use the safety (Scissors or Paper), and you can use that to your advantage and pick Scissors for a Win/Lose or Lose/Lose situation. (repeat with other forms)

I must also say, Nintendo was quite bad at optimizing their levels:
