So that you don't have IPS Patches floating around that some work with unheadered and some with headered. Having it only work with headered makes it uniform.

I've been hacking ROMs, particularly SMW ROMs for over two years, and I've made some good ones. I used to be one of the more active users on the SMW Hacking Forum. Last thing, I have pretty good programming experience and I'm working on a Hex Editor.
