| Actually, it might. That was one of the warning signs for my second fan on my old one meeting it's end. It started doing that and eventually it started making visible noise. I assume you've cleaned it and the heatsink from dust, correct?
Improper voltage could be it but I would only assume that to be true in two cases: a) problems with the power supply and b) you just added something in your system (a PCI video card, perhaps) that's draining voltage and not allowing the fan to spin up correctly. Reason I suggest mine is that the only thing I can think of is that it might be catching like mine did. Mine ended up grinding into a wire and slowly started to eat away at the insulation on a wire and the side of the processor fan enclosure itself. Something bent. Before all of that happened, however, I noticed that the sound and speed was doing exactly what you said...though the problem with it afterwards didn't occur until some time down the road (about a year). At least it was better than my initial fan that lasted six months; this one lasted four years. Honestly, if you were really concerned about getting a new fan...for a 3000+ fan (using on top of a P3 1GHz) it was 20 bucks for me...so for you it can't be more than that if you really had to replace it.
