I don't like to use layout blocking just because a layout has some code problems. It doesn't fix the problem for anyone else and you miss any future layouts they make that don't suck. I generally reserve that for those who just plain suck at making them in the first place.

Well, see... first off, I'm not sure the debug ROM is in the GoodN64 database. Second, your post is still practically asking for the ROM. Third, proving you own OoT does no good because A, it's not the debug version, and B, it's still technically illegal to download the ROM of a cartridge you own. You're supposed to dump them yourself (which, IMO, is easier than finding them online anyway).
