Try playing around with CSS. You can do some quite striking things with it, without overloading things with pictures, and you can also do some cool things with pictures you can't do with regular HTML.

Course, there's a point. It's funny up until they actually do manage to become a nuisance... then it's annoying cause you're the one who has to clean up the mess.
