there are a lot of lossless partition managers out there. I used one without incident for the exact same purpose a few years ago. I'm pretty sure it was Partition Magic, which has a free trial thing. I may be mistaken.

No, much simpler than that... it affects everyone in front of the user (place-wise), but if you use it when you're in first it just hits you. I see where my previous post is confusing; what I meant was no, it doesn't hit you if you use it in fourth place then swing into third before it activates.

I guess you are talking about those web accelerator things right? I dunno, I never used one. Maybe you were looking in the wrong place because wikipedia says plenty though. Most of the acceleration probably comes from prefetching links while you're idling and compressing incoming data through proxy.
