Eh, Gamefreak left over a lot of things in their games, I won't even get in to all of it here. There's not a whole lot of explanation other than the fact that they were too lazy to take out a LOT of things. Since the question's been answered, I think I can close this, re-open it if you have something more to do with it I guess

Personaly, I'm a fan of Mira and Yumi's themes from Tokimeki Memorial (though I perfer the SNES rendition of Mira's a bit better...its just "nicer" I guess). Many of the character's from that game had some pretty cute themes to go along with their personalities, too (yes, I'm looking at you, Yuina )

Not really, drugs and such are kinda unattractive to me. I just don't see the point in them, asside from in rare cases like Tarale's where they are used for pain relief (I say rare because lets face it, 99% of you who say yes in this thread do so simply to get high)

No. Depending on where they are in the list of wild Pokemon, the rarer they will be.

Example:

Say your wild Pokemon data stores 5 Pokemon (example only).

Pidgey - Lv 4
Ratata - Lv 3
Pidgey - Lv 5
Sentret - Lv 4
Pidgeotto - Lv 10

The level 4 Pidgey would be the most common Pokemon you run in to, and the level 10 Pidgeotto would be the rarest. The value within the stat determines the catch rate, Skreename is correct.

Well, yes...being as you'd have fewer rare Pokemon, or else they'd appear more (since they'd populate more of the list that way), so you're typically going to have more common Pokemon within the list.
