That's almost certainly a bad PSU. The capacitors are probably dying, and need to cool down for a while before they'll retain an adequate charge (turning a computer on requires a relatively large "kick" of electricity compared to normal operation, since it has to spin up the hard drives/fans/etc.).

Many arcade games use graphics hardware that is drastically different from home consoles. Oddities include 8 colors per tile, upside-down tiles, 16x16 tiles, separate odd and even bytes (i.e. odd bytes in one file, even bytes in another), and sometimes no set tilesizes at all. There's a good chance you'll have to write your own decoder, or possibly a separate editing tool, depending on how weird the hardware is.

Just FYI, I had to select 8-bit signed in GoldWave. Unsigned gave barely recognizable garbage.

I can't believe some games devote nearly half of their ROM space to samples, considering the relatively lo-fi nature of GBA digital audio. Seems like overkill to me.

AFAIK, the No Yoshi entrances ignore FuSoYa's special objects, which are responsible for loading ExGFX, palettes, and the like. Not much you can do about it at the moment.

I think it's ridiculous that a series of animated vector images with a low-quality MP3 playing in the background should run so incredibly slow on a 412MHz K6-III. I can still run some older 3D games on this thing at a decent framerate.

Don't even get me started on Flash video (i.e. YouTube)...absolutely unwatchable.
