Sure - it's called Lmanedit. It is a full-fledged, graphical user interface editor that can edit almost every aspect of the game.

Alright, really, you could have looked, the board extremely heavily discourages editor requests, and anyway, it should be logical to anyone who bothered to do any research into ROM hacking before they posted would have realized that we're still most likely decades away from having GameCube level editors.
