So far I've been tinkering like crazy with windows server 2003's IIS, and successfully running ASP pages with SQL server 2000 access (both locally and over the internet, guess I'm lucky enough to have an ISP that doesn't block port 80 =D).

I can use images and all, but if I try to send a file via http or ftp (ftp abilities have apparently been enabled, but I can at best get things to list in leapFTP, but I can't DL/UL anything ), I get a 401.3 error (Access is denied due to an ACL set on the requested resource). I googled this and all I could come up with was setting folder permissions, or the web service extensions node in the IIS tree, which are both at the minimum level of security.

Knowing that server 2003 is painfully secure out of the box, I'm pretty sure I'm missing some little thing that I need to enable, but I don't know what it is =/. any ideas?

I fixed your statement.

Have you checked the file permissions from Windows Explorer and stuff like that? I'm pretty sure that "Everyone" needs to have at least read permissions.

Well, if I was actually trying to more accurately describe the whole security issue, then I would have been better off saying "Knowing that Server 2003 tries way too hard to compensate for its security issues"

But anyway, I did that already, which is why the ASP pages execute without issue. I figured out what it was a while ago, and I thought I posted the solution, but I guess I got distracted 80% of the way through the post and then closed my browser when I got back.... oops. So what the solution was:
right-click "my computer">manage>internet information services>right click "web sites">properties>home directory tab, then enable appropriate permissions from there.

EDIT: Actually, that only worked for a couple file types. Turns out you have to manually add certain allowed MIME types. (done in "web sites" properties>"HTTP headers" tab)
Helpful reference for anyone else who comes across this.
