It accomplished that by turning on/off monochrome mode every scanline for the effect. Other games uses it for flashing -- like when lightning strikes, a game might flash to monochrome mode for a frame -- or when you enter a battle in FF3 or something I think it flashes in and out of monochrome mode -- but those effects could be done by just changing the palette. |

I garuntee that at least half of the community would go for blocky, all for the nostalgia. This might not be the same case, but it's more or less similar. Isolated Warrior uses monochrome mode to make the screen flash when you shoot a boss.
As for the color de-emphasis bits, Super Spy Hunter enables all three when you pause the game, and The Immortal leaves them on all the time in order to darken the palette. |
