Surprisingly enough, I've played them both.

Budokai 3 is the better of the two in terms of fighting: There's an actual skill-based fighting system to it, and the moves for each character aren't exactly identical. A downfall of Tenkaichi is that every character literally uses the exact same controller motions for all of their moves. They all have the same combos and the same basic control scheme; the variety lies in the stats of the character, which can be configured outside battle via the game's fusion system.

For raw amounts of characters and unlockables, Tenkaichi is definitely a good choice. It runs the entire DBZ story (not well, but it does it), several of the movies, and even a little of Dragon Ball GT. Every single character you fight in it, in all of their forms, is unlockable, and it'll definitely take you some time to bring it to fruition. Over 70 characters to choose from, even if they have the same base controls, is still pretty darn impressive.

Budokai 3, on the other hand, is a really good fighter as far as controls and action itself goes. The same strategies won't work on individual opponents, as characters do have differing move schemes and the fighting is more like an actual fighter than a three-dimensional action one-on-one. There aren't quite as many characters, but there's still a wealth of them to unlock and it's still a good game nonetheless.

The problem here is that it's Dragon Ball Z. People won't turn to it immediately for a good fighter, since so many superior ones exist. But if you've got 20 bucks to burn, give either of them a try, based on what you think your tastes would be more satisfied by. Just be forewarned; you won't be seeing anything new or innovative in either game. If I were you, I'd spend my 20 bucks on a copy of Guilty Gear XX or hunt down Street Fighter Alpha Chronicles or (if you're into the whole Xbox thing) King of Fighters 2002/2003.

Caveat Emptor.

If you're into more competitive fighters, definately check out the recently released Chou DBZ/Super DBZ for the ps2. It was produced by the creator of Street Fighter 2. It can't get better then that for a DBZ fighter.

I'd probably go for Budokai 3 more, just for the sheer fact that I'm used to the '2D' like feel of it. Felt a lot more fun than Tenkaichi too.

Additionally, Super Butoden 2/3 and Hyper Dimension are good bets for fun online.

Budokai 3 and Budokai Tenkaichi are for the PS2, and Phil is saying there's way, way better fighters than those.

Personally i preferred Budokai 3 as well, although tenkaichi was fun and had a HUGE amount of characters, i think it was kind of lacking something. Budokai 3 kept me interested for longer, while Tenkaichi seemed more repetitive and didnt seem QUITE seem as fun as no. 3 did.

I bought both though, and i'll be buying Tenkaichi 2 when it comes out...

yeah budokai 3 involves in-game transformations and in-game fusions, whilst in Tenkaichi transformed characters are treated as seperate characters including their fusions

So in other words Gotenks and his transformations are each seperate playable characters in Tenkaichi, whilst in Budokai 3 you had to equip "fusion" to either gotenks/trunks and perform it mid-battle.

You can transform into the highest possible level level straight away (i.e. if u have 6 energy bars out of 7 charged u'd transform into SSj3, but if u had 5 u'd transform into SSj 2 instead). So basically it all depends on how much energy.

Nope, the "what if" fusions were in Budokai 2 only (Gokule, and Tiencha i think) and the "what if" Buu absorption's.
