Post layouts can be edited by changing your profile. The revelant fields are the post header and the post signature. Note that you need HTML knowledge before making post layouts (or you ask someone to do a post layout for you).

Yes. HTML good.

If you don't know HTML, you can learn at either W3 Schools or Lissa Explains (*warning, popups on the last one -- but very easy to understand explanations).

CSS can also be used, again consult the above resources.

Make sure you test your layout thoroughly before even putting it on the forum. Close all necessary table, tr, td or div tags. (or any tags really, but those in particular).
