| Perhaps its the overly high amount of stupied that comes to the forums and just happens to stumble upon it on google. Or maybe its Shyguy.
I doubt that making it a rule would get any attention if not at all. 
I mean, really, look at all the trashed threads and banned users on the first page. A forum shouldn't have that kind of attention. Some users only joined so they could be banned or ask one little question.
