LDA $Frame counter // Loads frame counter
AND #$01 //ANDs accumulator and operand, result is 0 (?)
BEQ end of code //If frame counter=0 branch to end of code

That's my best guess, as I still don't understand how AND is used and 65816ref.hlp isn't very explanatory on that matter.

ok, here what the code do

LDA $Frame counter /load frame counter in accumulator
AND #$01 /clear all bit exept bit 1
BEQ end of code /if result is 0 skip the next code

since bit 1 is only set when the value is odd, that make the next code get only run one time each two frame
