I want to make it so that when you invoke a skill, after the skill is invoked, it shows a message, like "Attack up!" or something like that, so the user knows what the skill does. Any help would be greatly appreciated.

Hmm. I use RPG Maker 2000, but I've had a whirl at 2k3. The battle system in 2000 is much like Dragon Quest (the early SNES ones), and although it isn;'t side view it's much better if you want to describe attacks more, write effects etc. I dunno how you could do that in 2k3, apart from switches, variables and battle messages, but I'd bet it'd be overly complicated and tedious.
My advice is if you want to have highly descriptive attacks and a better battle system overall, go for 2000. If you want characters that can go up to level 99 and have 9999 HP, go for 2003.

I use RPG Maker XP, but I'm pretty sure to make it say something like that you would need to add a common event to the skill.

Yeah, you'd have to put in some kinda switch with the activation of the spell. I use 2000 myself, but I'm pretty sure you can just put in a switch at the spell cast, and then when that switch is set, it'll call out the message.
