At first, I was trying to solve an issue involving the sprite that the original Bullet Bill Shooter generates in the level. I had a custom block turn the sprite into a Bullet Bill so I can have the original Bullet Bill Shooter and the SMB3 Cannons at the same time, but the problem was that the Bullet Bill would always go right regardless of Mario's position.

That's why I used the Ram Address 7E0076, so the cannons could shoot depending on the Left or Right status of Mario, so this is the closest thing I can ever think of.
