You don't want a program, the only program available sucks and it is actually easier to use hex to change them:

Use FCEUd or FCEUXD instead of Nesticle.

Or you can use nesten, go to the palete editor and look for the pallete vaules, search them and edit them in a hex editor.

There is no reason to use NESten when there's FCEUXD

What Disch said. Keep in mind FCEUXD has a built-in hex editor, allowing you to change them on the fly.

I use Translehexion for my hex editing. The one in FCEUXD doesn't seem to save correctly.

It works fine as long as you switch it to ROM mode.
