how would I go about say, changing the Renzor pallet to Bowser's pallet?

bowser is a layer 1(or 2?) object, it uses pallete 0, so you can't.

Open up Sprite Paint, open your ROM, type in the number of the sprite you want to change the palette for, click on OK or Enter and type in a palette number from 8-F where ABCD are the palettes for the koopas and other sprites. Just fiddle around with it.
