| You have to have Relicanth in the first slot in your party, and Wailord in the sixth slot. Go to their caves (Route 105 for Ice, 111 for rock, and 120 for steel) and read the braille insciptions. Do as insructed and the room with the Regi in it appears. | |||

Well, with Reli and Wail like luigi said you go west of pacificdlog and dive (where you can). then you enter a cave in which you dig in the upper part . A door shall open. Then in the next room you go north and if you have the right two pokemon (reli and Wail) the caves are opened.
