How exactly would I categorize emulators that run on the GBA, such as pocketnes, goomba, or smsadvance?

Well, they are emulators that emulate one console system then run on another. Much different than Visualboyadvance, which would clearly be marked as GBA.
Would PocketNES be a NES emulator, since it emulates the NES, or would it be a GBA emulator, since it runs ON a GBA?

Probably add a new tag ("(GBA)") like with Win/Dos/*nix.

After realizing that ("hello, my name is stupid") I'd just put them in what they emulate. (i.e., PocketNES in NES, etc.)
