i would like to know how can i change mario to luigi and if i need a tileset i have this

First, extract your hack's GFX while using joined GFX files (it's faster this way). Open up the SMAS+SMW ROM in a tile editor. Near the beginning, you'll see the Luigi tiles. Copy them all. With these in hand, open up your hack's AllGFX.bin file. Switch to SNES mode and find the Mario tiles, located somewhere near the bottom. Paste the Luigi tiles into them. Then it's just a matter of fixing the palettes (make sure custom palettes isn't check while you do this), and you're all done! Be sure to put Mario's palettes on Luigi's old palettes as well.

Back on topic: you could also rip the Luigi from SMA2. But ripping from GBA games s sligtly more complicated.

Or you could just make Mario green, and change the text "Mario" to "Luigi".

But this isn't a real good way to do it, since... well, it doesn't look like Luigi. Works, though.

I would said the same thing but YY-CHR is much easier to joined GFX Tiles.

YY-CHR has a virus? What's it say? What are you using to scan YY-CHR? Hmm... now that I think of it I think someone else had this problem. I have firewall and it dosen't say it's a virus, you're probly fine.

YY-CHR was recently flagged as a virus by several popular scanners, even though it worked just fine prior to that and doesn't appear to carry a virus at all. As such, you won't be allowed to run it without disabling your virus scanner software.
If that's not an option for you, you might want to try other SNES graphics editors like Tile Layer Pro.

You have to set the program's tile mode to SNES. That should fix it.

ok i got it but what GFX(00-31) whit 1 do i open

i know that Luigi is 32 and 33 is other tiles whit yoshi on it but i cant find mario
